I seem to remember that courseplay had this problem before when several AI helpers performed the same job on the server.

According to the screenshot, the mod VehicleFruitHud is also buggy.

it's possible that your savegame is damaged by one of these mods because some settings and parameters of them are written to vehicle.xml.

try to start an new savegame with actual set of mods - if a new save will work you know your existing one is killed.

and FS22_PRT_16 is also buggy and brings an error not able to load the vehicle shader.

It would be better if you take a new mod to your folder (or update a mod) first to start a new savegame and check the log for error messages. If a mod writes an error - delete this mod - so you'll have much less troubles in future.

I don't play multiplayer myself. But perhaps all parameters have to be correct, and chat is one of them? Change the button assignment in Settings.

Otherwise as Tom says; Start a new savegame and see if it works with the mods. If yes, check save game parameters of the old game. If not, always put 10 mods in the folder and start until the problem mod is found.

Based on the LOG, no other conflict is apparent apart from those already mentioned
